Summary: Learn Dual Talent Specialization bugged

Where: Goldshire - Lyria du Lac (Warrior Trainer) - but tested in Wu Shen in SW and happens the same

Steps to reproduce:
1. Go to npc Lyria du Lac or other warrior trainer
2. Learn dual talent specialization
3. Notice nothing happens she gives player 10g instead.

Expected behavior: Should give player dual talent specialization

Actual behavior: Gives player 10g

Character: Ravaer,warrior,level 80

Server time when it happened: 09:39

Reproducible: Always
