Windows Smart App Control / SmartScreen flags any unsigned executable as "potentially unsafe". The WarCrown launcher is not yet signed with a paid code-signing certificate, so it triggers the warning. There is no malware in the launcher; the same warning hits every small Windows project without a signing cert.
To run it: either click More info → Run anyway on the SmartScreen prompt, or add the folder containing the launcher to your antivirus / Windows Defender exclusion list.
